THE ESCAPED SUBMARINE (United Press Assn.—Elec. Tel. Copyright) MOSCOW, September 27. A second Estonian mission to Moscow arrived at the airport a quarter of an hour after Herr Von Ribbentrop. It is understood it brought a new explanation of the Orzel incident, which may satisfy Russia. RIGA, September 27. The Estonian authorities deny repairing or refuelling the escaped submarine Orzel, and state no submarine base exists in Estonia. MONTREAL, September 27. The New York Times Talinn correspondent states that amid rumours, that Herr Von Ribbentrop's visit has a bearing on the situation, M. Selter left for Moscow at noon to resume talks with the Soviet on the basis of the Estonian Government’s instructions to settle the crisis created by the Soviet demands in connection with the projected trade pact.
