AUTHORITY FOR CHANGES (By Telegraph.—Special to Times) WELLINGTON, Tuesday Both the War Expenses Bill and the Customs Act Amendment Bill were read a first time in the House of Representatives to-night. Formal resolutions were passed enabling the changes in the customs duty contained in the Customs Act Amendment Bill to become operative mediately.
