ELECTION IN QUEBEC ALLEGED THREAT TO RIGHTS RUSH OF AIR RECRUITS (United Press Assn.—Elec. Tel. Copyright) OTTAWA, Sept. 25 The Premier, Mr Maurice Duplessis, announces that Quebec will hold a provincial general election on the Federal war legislation, which, it is alleged, is an invasion of constitutional rights. The Federal Government has actually made the utmost efforts in its war measures to avoid the racial cleavage caused during the World War by the introduction, of conscription. The regulations controlling finance and industry authorise much regimentation, but they have been applied with a light hand. The purpose of exchange control, which apparently have given Mr Duplessis an excuse for claiming that Quebec’s autonomy has been infringed, is intended to conserve Canadian financial resources. It is an emergency measure and strictly constitutional.
A rush of enlistments for the Royal Canadian Air Force has necessitated a temporary suspension of recruiting.
