MILITARY PRECAUTIONS TAKEN to, BELGIAN FLOOD SYSTEM HOLLAND AND SWITZERLAND (United Press Assn.—Elec. Tel. Copyright) NEW YORK, Sept. 24 The Paris correspondent of the New York Times says that Belgium, Holland and Switzerland continue their military precautions. It is confirmed that the Belgian flood system is operating at points near the German border. Officially this is an experimental move, but it is admitted that the dykes have been opened for four hours arid special troops are testing the water defences. Reports from Basle state that German troop movements continue north of Basle. German planes frequently fly over the frontier, stocktaking.
