PRECAUTIONS FOR SAFETY FORTIFICATIONS ON FRONTIER (United Press Assn. —Elec. Tel. Copyright) LONDON, Sept. 23 In spite of the German denials of an intention to violate Dutch neutrality, Holland is pressing on with her fortifications on the eastern frontier. Three defence lines are being constructed'with the object of forming a better barrier than the present methods of mining bridges and bringing down trees on the main roads. The southern part of the frontier cannot be flooded, as can the north and centre, but large reservoirs are being constructed and would be filled with water in the event of invasion. Inhabitants in large eastern towns expect to be evacuated. Signposts and other indicators have been removed from crossroads near the frontier.
