PAYMENT BY UNITED STATES SETTLEMENT OF ARREARS (United Press Assn.—-Elec. Tel. Copyright) (Received Sept. 21, ll a.m.) WASHINGTON, Sept. 20 The United States has paid Panama 2,580,000 dollars in complete settlement of the canal annuity payments which had been in arrears since devaluation of gold and the dollar, according to the Panama Embassy.
