CONFERENCE OF POWERS DISCUSS EUROPEAN SITUATION (United Press Assn.—Elec. Tel. Copyright) PARIS, Sept. 20 The newspaper Le Soir says a report from Riga states that a group of members of the Soviet Political Bureau is proposing to M. Stalin the calling of a conference to include Britain, France, Germany, Italy and Russia, to discuss the European situation.
