Copyrigni) (Received Sept. 21, 11 a.m.) PARIS, Sept. 20 The introduction ol voting of Deputies By proxy marks a profound constitutional change. A total of 150 Deputies are on active service, and even during leave are not allowed to attend meetings, except in a special emergency which Parliament might decree during the war. Therefore serving DepuUes are empowered to transfer their votes to colleagues. A new decree enables soldiers oo active service to marry by proxy gratis.
The eleven-day wait between the publication of the banns and the performance of the ceremony has been abolished.
