AVOID MAJOR OPERATION PEACE ULTIMATUM LIKELY (United Press Assn.—Elec. Tel. Copyrlg-M) ; LONDON. Sept. 18 Diplomatic observers in Paris and Berlin believe Hitler is likely to serve a “peace ultimatum” on France and Britain soon, now that he has reached agreement with the Soviet for the dismemberment of Poland. A Daventry broadcast says it is reported in Berlin that the Nazi Government still hopes to avoid a major operation in the West, in spite of Britain's statement that she will not give up until her obligations are fulfilled.
