CIVILIANS BOMBED
PRESIDENT ROOSEVELT BHOCKED REQUEST TO BELLIGERENTS (United Press Assn.—Elec. Tel. Copyright) WASHINGTON, Sept. 18 Replying to President Moscicki’s communication concerning the bombing of open towns in Poland, President Roosevelt said lie was deeply shocked by reports that Germany had bombed open towns and villages. Mr Roosevelt said he was again asking the belligerents to renew their orders prohibiting the bombing of civilians from the air, and to assure themselves that members of their air forces were showing the regard for the lives of non-combatants which the replies to his appeal of September 1 had led the world to expect. Mr Esmond Ilarmworth's resignation of the directorship of the Press Relation branch of the Ministry of Information has been accepted. He becomes a member of the advisory council of the Ministry.
