OPEN TOWNS BOMBED MESSAGE TO MR ROOSEVELT POLISH PRESIDENT’S CHARGES (United Press Assn.—Elec. Tel. Copyright) (Received Sept. 18, 11 a.m.) BUCHAREST, Sept. 17 The President of Poland, M. Moscicki, has sent a message to President Roosevelt, slating that German aeroplanes “bombarded methodically and with premeditation open Polish towns and villages. Thousands of civilians in towns without military objectives were killed or wounded.
