Copyright) (Received Sept. 18, 11 a.m.) BERLIN, Sept. 17 According to the radio and the official news agency th< Warsaw commander has asked the commander of the besieging army to receive a Polish emissary to discuss the ultimatum for the surrender of the city. The Germans have agreed. Later it was stated that the German High Command broadcast direct to Vi arsaw directions for representatives of the civil population to negotiate under white flags for withdrawal from the city. CERNAUTI (Rumania), Sept. 17 The Polish Government fled into Rumania today. Seventy-five Polish warplanes also landed here today and the crews were taken into custody. A German broadcast claims the capture of the citadel of Brestilitovsk. It added that an attempt by scattered Polish troops to escape via Siedlce towards the south-east ended with the Germans taking 12,000 prisoners.
