FRIENDSHIP WITH RUSSIA NON-AGGRESSION AIMS NE'.V YORK, Sept. 16 The Istanbul correspondent of the New York Times says it is believed that the Russians have informed the Turks that they are as anxious as the Turks to avoid trouble in the Balkans and the Black Sea. For example, if there was aggression against Rumania they would oppose it. The correspondent adds that conversations between the Russians and the Turks are aimed at a non-aggres-sion pact with sufficient scope to include trouble in regions important from the standpoint of mutual safety. It may safely lie assumed that Turkev is Informing Britain of the developments, thereby making an important link between the democracies and the Soviet. In discussing the suggested pact between Russia and Turkey, t lie Rome correspondent of the New lurk Times savs Italy is not participating in these negotiations. Even her efforts to form a neutral block in the Balkans do not eviend to Turkey, although she is working hard in Greece.
