PERSONS UNDER 16 YEARS (Special to Times) WELLINGTON, Thursday An anomaly which has existed in the marrage law with regard to persons under 16 years of age is removed by a clause in the Statutes Amendment Bill, which was introduced in the House of Representatives to-night. The Bill slates that no. certiiicate of marriage shall be issued if either of the parties is under 16 years of age at the time of application for the certificate. If, however, it occurs that either of the parties to a marriage is subsequently found to have been under 16 at that date, the marriage shall not be declared invalid for that
