Copyright) LONDON, Sept. 13 The Germans have officially announced their intention of shelling and bombing open towns in Poland. The statement issued by the Germans declares that recently there has ■been an increase in the number of cases in which the population of Polish cities, towns, villages and hamlets has been called upon to resist the entry of German troops. “In Warsaw the civil population,” it is claimed, ‘ has been incited to wage war. In the past, Germany has not shelled or bombed these places, observing the condition that they were not made a war zone by the enemy. “As the Poles have rejected this condition, the German armed forces will break resistance in such places by all the means at their disposal. Germany will take all steps to make clear the uselessness of the Poles adopting such methods. “The Polish commanders are responsible for what the Polish population will suffer.’’ Penalty of Death The Berlin radio announced today that Colonel-General von Brauchitsch,
