NAPIER FOOT MYBTERY THEORY OF POLICE NAPIER, Sunday Further support to the theory that the foot found at Westmore last week belonged to a man of the “ swagger ” type is given by the discovery by a Bay View resident of a billy, an old overcoat and bedclothes done up in sacking within a mile of where the foot was washed ashore. There was no evidence of any efTort to pitch oamp. About three weeks ago a man of the “ swagger ” type was seen by residents to leave the road and make for the beach. The swag was dry, but it was lying on shingle and therefore would not retain moisture. There was nothing in the swag to facilitate identification, but it seems likely that the swag and the foot belonged to the same person. The police are inclined to the opinion that a man got into the sea and was drowned, his body subsequently being mutilated by vessels working the port. The Westshore-Bay View' beach has been patrolled regularly by the police since the discovery was made, but up till to-night no further human remains have been found.
