ACT AGAINST COMMUNISM UPHELD BY SUPERIOR COURT TO PREVENT, NOT PUNISH (United Press Assn.—Elec. Tel. Copyrlrhi MONTREAL. May 31 The Quebec Act against Communism providing for the padlocking of premises used for the dissemination ol Communistic literature, the holding ol Communist meetings, or the conducting of Communist schools, was upheld by the Superior Court. The judgment declared that the purpose of the act was to prevent, not to punish. There was no violation of free speech, since a suspected Communist was still free to voice his opinions.
