ENCOURAGEMENT TO INVEST RECOVERY IN UNITED STATES i United Press Assn.—Elec. Tel. Copyright NEW YORK, Feb. 25 “The United States Government desires to create an environment in which private capitalists will be encouraged to invest," said Mr Harry L. Hopkins, at Des Moines, in his first policy speech since his appointment as Secretary of Commerce. “This is possible without compromising .the New D*eal reforms.” The Minister added that the Administration was shifting the emphasis off reform to recovery. It was determined to promote the latter with ail the vigour and power at its command.
