JAMES HINES FOUND GUILTY LEADER OF TAMMANY HALL APPEAL TO BE MADE (United Press Assn.—Elec. Tel. Copyright) NEW YORK, Feb. 25 At the second trial of James J. Hines, formerly a district leader of Tammany Hall, the jury, after seven hours’ deliberation, convicted accused on all 13 counts in the indictment. The main charge was that he hud conspired with gangsters to create and operate a “policy” or lottery racket estimated to have yielded 20,000,000 dollars a year. Hines faces a maximum of 27 years’ imprisonment. It was a spectacular victory for the Prosecutor, Mr T. E. Dewey, New York County District Attorney. Most observers were expecting an acquittal and it is considered that the convic-

tion almost assures Mr Dewey of the Republican Presidential nomination in 1940.

The sentence will be announced on March 13. Hines heard the verdict without a sign of emotion. Ills attorney announced Uiat he will appeal immediately. Mr Dewey, in a statement, said: “It is a reassertion of democracy’s ability to clean its own house and cast out those who betray it.”

Hines was also charged with attempting to influence and intimidate judicial offccers and others charged with the duty of enforcing and administering the laws of New York.
