Copyright) LOS ANGELES, Feb. 24 The Pardons 'Board has refused to recommend a pardon for Warren Billings, who was convicted as an accomplice of Tom Mooney on the occasion of the Preparedness Day bombing in 1916. Governor Olso, who pardoned Mooney, intends to ask the California Supreme Court to recommend a pardon for Billings, whose position was different from that ol’.Mooney in that Billings had a previous conviction.
