BRITAIN AND FRANCE HELP IN RECONSTRUCTION (United Press Assn.—Elec. Tel. Copyright) (Received Feb. 24, 3.50 p.m.) f LONDON, Feb. 23 The Times says that all is now ready for recognising General Franco. The Foreign Office has Informed M. Corbin of the Cabinet’s decision, and Sir E. Phipps has had a similar talk with the Qua! d’Orsay.

The British Government no longer wishes to have the responsibility of maintaining recognition that might encourage the Republicans to endure further slaughter.

It also believes that by transferring recognition they are helping the reconstruction of Spain.
