A War Office communique states that an airman dropped a bomb by mistake on British territory and struck the engine of a train.

The English and United States Consuls have protested to Japan against the gendarmeries’ treatment of foreigners. FOREIGNERS IN DANGER ATTACK WITHIN 48 HOURS AGED WOMAN AND INVALIDS (United Press Assn.—Elec. Tel. Copyright) SHANGHAI, Feb. 22 Forty-seven foreigners, including 19 Britishers and 11 Americans, have arrived at Kiukiang on foot from Ruling. Forty-seven foreigners remain in Ruling, including invalids, who were unable to be moved, and an English woman aged 84 years. The Japanese intend to attack within 48 hours.
