FOREIGN POLICY UNCHANGED REDUCTION IN WAGES A TAX ON MONOPOLIES (United Press Assn.—Elec. Tel. copyright) (Received Feb. 24, noon) BRUSSELS, Feb. 23 The Prime Minister is announced that he has not changed the foreign policy. He proposes to reduce civil service ■wages and pensions, excepting war and far old age, by 5 per cent., and to tax monopolies.
