BAN ON RIDERS FRENCH AND ITALIANS (United Press Assn.—Elec. Tel. Copyright'. ROME. Feb. 18 The Italian Cycling Federation has banned Italians from participating .in the Tour de France race, to he held from July m to 30. .The French cycling authorities retaliated by banning Frenchmen from competing in the Tour of Italy event, to be decided from April 27 to May 18.
