IN TIME OF EMERGENCY FOREIGNERS IN GERMANY MINISTER’S WIDE POWERS (United Press Assn.—Elec. Tel. Copyright) BERLIN, Feb. 16 Field-Marshal Goering has Issued a decree empowering the German authorities to.call on the services of foreigners in Germany for work of national importance, if this is endangered by a shortage of labour. The decree also gives the Ministry of Labour wider powers over German workers, including their transference to new occupations if necessary. It does not apply to foreigners exempted by treaty or by recognised rules of international law.
