Copyright (Received Feb. 17. 3.15 p.m.) LONDON, Feb. 16 The Rome correspondent of the British United Press states that the Fascist Gra’nd Council's morning communique merely announces a scholastic charter to ensure that teaching from the kindergarten to the university shall be on a strictly Fascist plane, and orders that membership in semi-military school organisations shall continue until 21 years of age. The absence of mention of foreign affairs strengthens the view that Signor Mussolini has pigeon-holed the revelation of Italy’s "natural aspirations’’ till the next meeting of the council on March 21, with the inauguration of the new Chamber of Fascist Corporations, which might be regarded as a suitable occasion for a pronouncement.
