WAR TALK DISCOUNTED LORD SAMUEL'S VIEWS (Omclal Wireless) (Received Feb. 11, 3.15 p.m.) RUGBY, Feb. 10 Lord Samuel, a former Secretary for Home Affairs in the National Government and ex-High Commissioner ernment and ex-lligh Commissioner for Palestine, speaking at Oxford, said he did not believe that war was imminent; it no doubt was possible, and at any moment, but that was not to say it was probable, stijl less that it was certain. The danger of an Italian attack upon France had receded sinoe, none too soon Britain had spoken a word of warning. Mr Chamberlain’s declaration had been unquestionably endorsed by the whole British people* Another element of immense importance on the side of peace was the attitude of the United States. Aggressive dictatorships would recognise that there was a formidable factor to reckon with there. He still adhered to the view that war was neither inevitable nor imminent.
