THREE=POWER ALLIANCE SECRET JAPANESE MISSION GOING TO BERLIN (United Press Assn.—Elec. Tel. Copyright) (Received Feb. 10, 3.15 p.m.) LONDON, Feb. 9 The Chronicle's special correspondent says that three members of a secret Japanese mission are going to Berlin for a conference at the end of February with Japanese Ambassadors throughout Europe, the purpose of which will be the final steps to convert the anti-Comintern pact into a formal three-Power alliance. The Japanese are anxious that the pact should be directed primarily against the Soviet, but Italy and Germany are insistent that it also cover Britain, France and the United States. Japan is now agreeing to this.
