OFFICIAL SECRETS

AMENDMENT OF ACT GOVERNMENT DECISION (United Press Assn.—Elec. Tel. Copyrigrht) (Received Feb. 10, 12.30 p.m.) LONDON, Feb. 9 The Government will introduce a Bill in the House of Lords next week to amend Section V T of the Official Secrets Act. Sir Samuel Hoare (Home Secretary) in the House of Commons announced that the decision had been reached after careful consideration. Section VI, which deals with provisions requiring persons who come into possession of official secrets to disclose the source, has been the subject of considerable criticism among journalists, organisations, and civil liberty societies as threatening the freedom of the press. The decision of the Government to amend the Act is probably the outcome of what is known as the Sandys case. Mr D. Sandys (Conservative member for Lambeth) submitted a question to the House of Commons which indicated a leakage of official secrets, and steps were taken by the military authorities to compel Mr Sandys to disclose the source of his information. This raised a question of privilege in the House of Commons, and after much discussion the matter was quietly dropped.
