THE KELLOGQ-BRIAND PACT ITS VALUE BELITTLED (United Pres* Assn.—Elec. Tel. Copyright) TOKIO, May 29 Referring to Mr Cordell Hull’s reminder to European Governments of their obligation under 4he KelloggBriand Pact to outlaw war, the Foreign Office spokesman, Mr T. Kawai, said in an interview: “Mr Hull is an admirable idealist, but the world situation since its signature is sufficient commentary on the value of the pact.” HELP TO WIN VIOTORIEB DEVICE TO MISLEAD ENEMY ALL THE SOUNDS OF BATTLE (United Press Assn.—Elec. TeL Copyright) PARIS, May 30 A device that may help to win victories in a future war by misleading an enemy is being made by an ingenious Frenchman. He is experimenting with the construction of loudspeakers capable of reproducing most of the sounds in battle, including the sounds of shell lire and of machineguns. The loud-speakers would be placed in the field to deceive and alarm the enemy. Troops might thus be held»up by nothing more lethal than gramophone records. A few carefullyplaced rnachine-guns, it is remarked, would add to the atmosphere of uncertainty and prevent undue contempt for mere noise.
