May 27 Mr Roosevelt, in a wireless address, took an unusual means of making known his protest against the Congressional action in the Tax Bill on April 23. He declared that he believed that the Congressional modifications allowed a loophole whereby the rich could escape just taxation and a d*ep social injury would be committed, nut since the measure has other necessary beneficial features he would allow the Bill to become law without by allowing the statutory terra to elapse. »
