TeL Copy it (Received May 27, 11 a.m.) TOKIO, May 28 In a reconstruction of the Japanese Cabinet General Kayusushige Uqaki has been appointed Foreign Minister, In succession to Mr K. Illrota. A Cabinet announcement stated that Mr Hirota’s health was unequal to the crisis. The only other Cabinet appointments are:— Education—General Araki. who was War Minister during the invasion of Manchuria. Finance—M. Seihin Ikeda, former governor of the Bank of Japan. Welfare—Marquis Koiclii Kido. This is Ihe portfolio created last year
as a result of the Army’s request, and has now been made full-time. The Army regards education as the key ministry. General Ugaki and Mr Ikeda are reputed to be moderates, and patriots marked down for assassination during the wave of political murder in 1932. The Emperor’s Desire The Emperor desired General Ugaki to be Premier in 1936, but the Army opposed the Idea because it feared that he might too drastically suppress the political agitation of the young officer class. It is believed the changes will immeasurably strengthen the Army’s hand, ensuring the end of the differences over the China policy. It is expected that an Army nominee will shortly take over file War Office.
