HUGE BUILDING PROGRAMME AN ANSWER TO CRITICS REQUEST BY THE PRESIDENT United Press Assn.—Elec. ‘.el. copyright WASHINGTON, May 19 Mr Roosevelt will shortly ask Congress for a deficiency appropriation of 20,000,000 dollars, to -start the immediate construction of warships authorised for the naval expansion programme, thus answering critics who contended that the Super-Navy Bill was merely a bluff. The present plans of the United States building programme will reaoh an all-time high record in 1939 with over 100 vessels in construction, Including <six super dreadnaughts, giving 500 warships within eight years.
