Copyright (Received May 21, li a.m.) WASHINGTON, May 20 Mr Roosevelt, in a message to Congress, suggested the appointment of a joint committee to study the United States phosphate resources, which are vital for the manufacture of munitions. Mr Roosevelt said the total world supply of phosphate rock is estimated at 17,200,000,000 tons, of which 7,200,000,000 tons is in the United States. The bulk of the remainder is controlled by England, France and Russia. He stressed the necessity for developing a policy of conservation of resources for the benefit of this and coming generations.
