BELGIAN GOVERNMENT FORMED BY ,DR. SPAAK PASSING OF A CRISIS TAX (United Press Assn.—Elec. Tel. The Cabinet comprises il instead of 15, as follows: Premier and Minister of Foreign Affairs.—Dr. Spaak. Minister of Transport.—M. Marek. Minister of Education. —M. Dierek. Minister of Finance.—M. Gerard. Minister of Justice.—M- Gohlien. Minister of the Interior. —M. Merlot. Minister of Defence.—LieutenantGeneral Denis, Minister of' Economics and Agriculture.—M. Paul Heymens. Minister of Labour. —M. Delatre. Minister of Public Works.—M. Balthasar. Minister for Colonies. —M. DevleesChauwer. Three non-party members are included. The task of balancing the Budget includes the passing of a crisis tax, levying additional duties on tobacco, petrol and beer, cutting down expenditure, stimulating exports, and providing for defence-
