SPANISH DELEGATE’S DEMANDS COMMISSION OF INQUIRY URGED United Press Assn.—Elec. Tel. Copyrtrni GENEVA, May 11 A fierce attack by Senor Delvayo on non-intervention was the chief topic at the League Council. Senor Delvayo again demanded that the Spanish Government should be free to buy war materiiiN. ‘ Let us end this sham," he declared. Foreign intervention had been intensified in recent months. Italy had flagrantly violated her promise to Britain by the despatch of reinforcements du.'ing the progress of negotiations resulting in the Anglollalian igreement. The Spanish Government invited the League Commission to Spain to invest gate. Viscount Halifax reiterated Britain's reasons for adherence to non-inter-vention, and argued that though breaches occurred on both sides the policy had been at lokst partially successful. Viscount Halifax believed the Anglo-Italian, and Italian-French ending of foreign participation, and stressed the League s qualifications for acting as the organ of conciliation. M. Bonnet (France), said the French Government was convinced that nonintervention was the only policy conforming to the interests of European peace and the ultimate benefit of the Spanish nation. Mr Jordan’s Stand Mr W. J. Jordan announced that he fully supported Senor Delvayo*s argument. The least that could be done was to accept the invitation to send a commission of inquiry to Spain. "Senor Delvayo’s plea is so amazingly moderate that we cannot hesitate to comply." He urged that a new ef- „ fort should be made to allow the Spanish people to decide its own destiny “by the use of different methods than we arc now using.” M- Litvinoff (Russia., said the Soviet also shared Senor Delvayo’s agreements would contribute to the views. M. Munters Latvia), who presided. v proposed to close the discussion, but Senor Delvayo claimed the right of reply, whereon M. Munters said he would consult his colleagues on future procedure. The council then adjourned.
