Copyright WASHINGTON, May 9 President Roosevelt, In a message read by the Secretary of State, Mr Cordell Hull, broadcasting to the South American countries, declared there was need for a joint effort toward constructing a new and better world order. Mr Hull said the United States’ reciprocal trade treaty programme was the United States’ contribution to the need for world economic co-operation. " There is not in the world to-day a more potent force for economic wellbeing, social stability within nations and durable peace among nations than expanding international trade, functioning on the basis of mutual advantage, fair dealing and non-discrimina-tory treatment,’’ said Mr Hull.
