Copyrlgnt (Received August 28, 1 p.m.) NEW YORK, August 27 A message from Elmira states that flood waters from rain and swollen creeks have Isolated villages In a large area and forced hundreds of families to evacuate their homes. The floods have also closed highways, marooned passenger trains, and disrupted power services. The village of Montour Nalls is submerged under four feet of water. Marooned persons are being rescued by boats.
