August 25 Shells are dropping every few minutes in Madrid, where the rebels are keeping up an intense bombardment which is causing heavy damage and casualties. An ofllcial report announces that the Catalonian army, in a new offensive, cut the communications between Saragossa and Huesca and broke through al other places. They surrounded th® enemy in the Quinto sector and aerially bombarded insurgent railways, aerodromes and troop concentration*. A revolt of the Civil Guards, police, Carabiniers and part of the civilian population hastened the fall of Santander, according to tlie Morning Post's correspondent. He says they took charge of tlie public buildings, and imprisoned tlie remainder of the Government forces, those who resisted being shot out of hand. A body of civilians then marched out carrying a white flag and invited General Davila, commanding the Insurgents' Northern Array, to enter. The Chamber of Shipping has distributed the notices, the principal recommendations of which are: Always fly the Red Ensign. Have the national colours prominently painted on the ship. Paint in the largest possible letters on the front and starboard sides the vessel’s name. Enter and leave the Spanish Government ports only after dawn or before dusk.
