The insurgents claim to have cut off 22 battalions of the Government's northern Army, but they admit that the lines of that army are still intact. General Piazzoni, who is directing the offensive against Santander, exhorts the Italian Black Arrows to be the llrst to enter Santander as they were the ilrst to enter Bilbao.
