U Holland is concerned over possible reactions in the Far-Eastern conflict on Dutch interests in the Indies. The East Indies government is communicating with the' Hague regarding the dispatch of warships to China from the Indies.

L British shipping lines are refusing or discouraging cargo for Shanghai, and a movement is in progress for a joint decision for the omission of calls 2 to Shanghai. It is estimated that 100,000 tons of cargo is at present 1 en route to Shanghai, and diversions 1 already are causing congestion in Hongkong. t EXPLOSION AT FACTORY. 1 22 WORKERS INJURED. The War Office reports that a gunpowder factory at Uji, in Kyoto Prefecture, exploded last night and 22 were injured. One workshop, nine warehouses and three dwelling houses were destroyed. A message from Shanghai states that c tiie Japanese Consulate-General there has been reduced to ruins by Chinese c bombs but the officials refuse to quit t tiie building. >
