EXTENSIVE PRECAUTIONS TAKEN. AIRCRAFT FOR CHINESE. United Press Assn.—Elec. Tel. Copyright. LONDON, Aug. 17. The Tokio correspondent of the Times reports that except for Amoy, Foochow, Tsinglao and Shanghai, all the Japanese in China have been withdrawn. Such extensive precautions have not been deemed necessary previously. indicating that Japan’s effort will he on a large scale. The Japanese Government also is preparing to establish Ministerial control over imports, capital investments and consumption of raw materials. Exchange will be maintained at the present level and interest rates kept low, similar to the measures applying in Manchukuo. A message from Vienna says it is reported there that the Chinese Minister of Finance, I»r. Kung, recently visited Prague and concluded a £10,000,000 credit with the Skoda Steel Works »(a big Czechoslovakian armament concern). It, is stated that China’s contracts include weapons and gas masks.
