This success is of great strategical Importance, effecting the convergence of the rebels’ two hanks ana tne imprisonment or great numbers of small viltagea, hamlets and farms, In which Government troops are stationed. MADRID, Aug. 16. All inose in Madrid who are not engaged In war industries or work of publio importance will be obliged to leave the capital, according to the Ministry of Labour. SUBMARINE WARFARE. ITALY HELPING GENERAL FRANCO. ACTIVITY IN THE MEDITERRANEAN United Press Assn.—Elec. Tel. Copyright, (Received Aug. 17, 1 p.m.) LONDON, Aug. 16. The Morning Herald declares that General Franco, aided by Italy, is waging unrestricted submarine warfare in the Mediterranean against merchantmen of all nations. It says that lie had only one serviceable submarine early in August, from which it can be deduced "that Italian ships and naval bases are helping him, inasmuch as nine vessels have been attacked during the past fortnight. The- Spanish tramp steamer Mar Negro was torpedoed. It Is reported to have been sunk with all hands.
