The Morning Herald declares that General Franco, aided by Italy, is waging unrestricted submarine warfare in the Mediterranean against merchantmen of all nations. It says that lie had only one serviceable submarine early in August, from which it can be deduced "that Italian ships and naval bases are helping him, inasmuch as nine vessels have been attacked during the past fortnight.
