A Cabinet decree makes military service obligatory on all persons aged from 18 to 20. The special correspondent of the Daily Telegraph states that both sides in the civil war are paralysed through lack of man power necessary to garrison the 1150-mile front winding from the Pyrenees to the Mediterranean. The insurgents, during recent assaults, have shown no weight in theh! punch. The Government has proclaimed a ban on passports for enlistments and visits to Spain, except where they are proved to be for business reasons op journalism. In the case of the latter they go at their own risk and there is no obligation for protection. VANCOUVER, Aug. 12. Copyright, TUNIS, Aug. 13. Survivors of the oil tanker Campe'ador accuse Italian destroyers of sinking the vessel. They state that i% of the crew were trapped in the engine room and burned alive In blazing OIL The Italian warship Saetta, it Is alleged, circled round the Campeadop and later was Joined by another destroyer not flying a flag, which shelled the Campeador. Copyright, (Received Aug. 14. 11 a.m.) ROME. Aug. 13. The Italian Government is protesting against the accusation that th* Saetta sank the Campeador. SPANISH REFUGEEB. INFLUX INTO FRANCE. THE LIMIT REACHED. (omciai wi.eiess.) (Received Aug. 14, 12.30 p.m.) RUGBY, Aug. 13. The French Government has informed the British Government that France is unable to accept any more Spanish refugees. There already are some 45,000 Spanish refugees* on French soil, and no more can be accommodated. As a number of British vessels recently have been engaged in the evacuation of refugees from Spain, the Board of Trade lias informed British shipowners of the French Government's decision.
