KIDNAPPED CHILD.
RETURNED TO MRS HORST. ADOPTION PROCEEDINGS. United Press Assn. — Elec. Tel. Copyrlg-ht. CHICAGO, August 7. The kidnapping of a child from Mrs Horst has ended happily. Mr and Mrs Regan have agreed permanently to surrender the child to the Horsts, and formal adoption proceedings are pending. Mrs Regan says the arrangement is for the welfare of the child because the Horsts are financially able to take good cure "1 him.
