NATIONS IN ARREARS.
THE NON-INTERVENTION PLAN. LITTLE LEFT IN THE COFFERS BRITAIN THE ONLY COUNTRY TO PAY UP. (Official Wireless.) (Reoelved August 7. i p.m.) RUGBY, August 6. Scepticism regarding non-intervention has been increased following the disclosure of the financial difficulties at the meeting of the chairman’s sub-committee, when the secretary’s statement showed that many Governments were in arrears with their payments. The Associated Press understands that the secretary pointed out that very little is left in the coffers. Only Britain is not in arrears. The British Treasury is determined not to provide more money until the others have paid up both the arrears and the current subscriptions, which are due on August 8. This announcement was greeted with polite silence, until Lord Plymouth pointed out that if the position were not clarified the chairman’s sub-committee might be called together next week to consider the finances, upon which the Ambassadors, who fear the chances of their August holidays vanishing, hastily announced that they would approach their Governments and no doubt the money would be forthcoming. The contributions amount to £IOO,OOO monthly, and until they are paid no money is available for the salaries of 600 international observers, of whom the naval observers are the most active, but observers on the French and Portuguese frontiers are not employed.
