VISITOR FROM CEYLON.
SIR H. L. DOWBIGGIN. | KEENLY INTERESTED IN RUGBY’. (By Telegraph.—Press Association.) W ELLI NO TON, Wednesday. Having retired from tlie position of Inspector-General of Police in Ceylon early this year, Sir Herbert Layard Dowbiggin visited Northern Rhodesia to report on the police forces there, and lias since visited Australia on a holiday lour, lie arrived in Wellington by the Wanganella to-day to continue Ills holiday, and lie intends to spend some time in the Dominion. Sir Herbert is keenly interested in Rugby, and while in South Africa wrote to Mr. S. S. Dean to secure ticket? for the test matches. He hopes to see a number of the best games while in the Dominion,
