The French reply to the British proposals agrees to the resumption o{ control on the Franco-Spaolsb frontier directly Bimiliar control on the Portugese border is certain. Belligerent rights should be granted to both sides when there had been a substantial withdrawal of volunteers, but measures must be taken to prevent the useless extension of war operations at sea.
