It is reported in Lisbon that General Franco has withdrawn part of the forces operating in the Brune'te region to Santander, and intends to complete conquests in the north during August.

The newspapers express concern at the effects of the' Non-Intervention Committee's failure to reach an agreement on the future of the non-inter-vention polioy, and find the only encouragement in a hope that the outstanding reservations represent jthe bargaining positions which will be approximated as a result of the Government’s further reflections and in the spirit of the British proposals themselves.
