LULL CONTINUES

It is reported in Lisbon that General Franco has withdrawn part of the forces operating in the Brune'te region to Santander, and intends to complete conquests in the north during August.
NON-INTERVENTION PROPOSALS. FAILURE TO REACH AGREEMENT. BRITISH PAPERS CONCERNED. (Official Wireless.) (Received August 2, 11 a.m.) IjL'GBY, August 1. The newspapers express concern at the effects of the' Non-Intervention Committee's failure to reach an agreement on the future of the non-inter-vention polioy, and find the only encouragement in a hope that the outstanding reservations represent jthe bargaining positions which will be approximated as a result of the Government’s further reflections and in the spirit of the British proposals themselves. Some writers emphasise the remark In Mr Anthony Eden’s speech in the House of Commons that it would be unwise to under-rate the desire' cf other nations to prevent a breakdown of the non-intervention plans.
