Dr. Boyd said he still believed the j grading system was fundamentally ( : wrong and reiterated the viewpoint . j that a double system of control was necessary, namely, a central system , of experts and control by local boards, each with its own functions but not entirely divorced one from the other. Speaking generally, he said, New Zealanders were an intelligent people but lacking somehow in forceful, con- ’ structive thought. They were too 7 docile, this possibly being due to the agricultural background, which left! too little time for leisure and thought j and was also due in a measure to the school system. There was not sufficient interest In things of the mind and spirit, though ho was impressed by their facility in j social inventiveness, namely, welding circumstances at present in the coun- : try to make for social progress.
